The Oceanside Police Department becomes third agency in San Diego County to move pre-employment background investigation process to eSOPH.

 Oceanside, CA.  On Thursday May 5, 2017, the Oceanside Police Department executed a 12-month license agreement to use eSOPH, Miller Mendel’s background investigation software system. The Oceanside Police Department intends to process at least 150 applicants within 12-months, using eSOPH.

On behalf of the Oceanside Police Department, the eSOPH transition project was led by Lieutenant Karen Laser. As of May 4, 2017, the Oceanside Police Department is the third agency in the state of California to transition their background processing to eSOPH.

Washington POST: The D.C. police department tries to solve a difficult case: How to recruit new cops.

Washington D.C.  The Washington POST newspaper published a story titled: “The D.C. police department tries to solve a difficult case: How to recruit new cops”.

“The push to streamline recruiting gained momentum when Phil Honoré heard about a company in Washington state that developed a software package for managing data associated with institutional background checks. It goes by the acronym eSOPH (electronic statement of personal history). If the company had a sense of humor, it would have named the system eDOP: end dependency on paperwork.

Haiman fell in love with the program and got purchasing approval. Last December the recruiting division went paperless. A couple dozen people used to make entries in an applicant’s “bluebook” folder, each pair of hands a potential source of delay. Honoré said eSOPH has saved “hundreds of thousands of dollars” in paper costs. More important, it shaved four to six weeks off the processing time of a typical job candidate. “It’s a game changer,” he said. Why? One aspect of police recruiting has remained constant over the years: The majority of applicants accept the first offer.

On Tuesday afternoons, Haiman, Honoré and Capt. Antonio Charland, director of the recruiting division, would meet at the downtown headquarters to discuss strategy and the latest hiring numbers. Every month 20 to 25 vacancies have to be filled at the academy. The department has never come up short, but final acceptances sometimes go down to the wire.

Charland was transferred to the division in April. By the July meeting he was firmly on message. “You’re dealing with applicants like any corporation or business,” he said, adding that the department has to hop on the good ones quickly. Haiman cited a pertinent statistic: Thanks largely to eSOPH, the average time it takes a new hire to advance from Mass Processing Day — the twice-monthly cattle call for new cops that includes basic screening — “to sitting in the academy” has been reduced to 2.7 months.”

The California Highway Patrol gains improved efficiency and document management with transition to eSOPH.

Sacramento, CA. On Friday, September 16, 2016, representatives from the California Highway Patrol (CHP) executed a 12-month license agreement to use eSOPH, Miller Mendel’s background investigation software system. The CHP intends to process at least 2500 applicants within 12-months, using eSOPH.

On behalf of the CHP, the eSOPH transition project was led by Lieutenant Brent Carter, Sergeant Cheyenne Quesada and Mr. George Cassell. As of September 16, 2016, the CHP is the fifth agency in the state of California to transition their pre-employment background investigation process to eSOPH.

With their implementation of eSOPH, the CHP can now electronically assign investigators to cases and monitor the progress of those cases remotely. Investigators are commonly located throughout multiple geographical locations in the state. The electronic aspect eliminates the potential of paper files being misplaced as the files are in transit or change hands.

ABOUT THE CALIFORNIA HIGHWAY PATROL

The state legislature established the California Highway Patrol as a branch of the Division of Motor Vehicles in the Department of Public Works in 1929. It was reestablished as a separate department in 1947. At the time, the CHP and the state police were separate agencies. In 1995, the two agencies merged. The CHP is currently organized as part of the State Transportation Agency.

The primary mission of the CHP is to ensure safety and enforce traffic laws on California highways and county roads in unincorporated areas. The CHP promotes traffic safety by inspecting commercial vehicles, as well as inspecting and certifying various specialized vehicles. In addition to its highway patrol duties, the CHP also provides protective services to state buildings and facilities (most notably the California State Capitol) and protection to state officials. The CHP also works with municipal law enforcement agencies, to assist in investigations, patrol, and other aspects of law enforcement throughout the state.

As of 2014, records indicated the California Highway Patrol is the largest state police agency in the United States, with more than 10,500 employees; 7,200 of whom are sworn officers. The CHP has a reported annual budget of over $2 billion.

New User Interface and features added to eSOPH for California Police Officer Standards and Training (POST) audits.

Seattle, WA. Miller Mendel, Inc has developed and released an amazing new User Interface and specific features to help with California POST audits.

At the request of our California law enforcement clients and informal requests from California Police Officer Standards and Training (POST) Representatives, MMI went to work developing a custom User Interface and features to address efficiency issues with POST audits. The new User Interface automatically places the documents under the tabs POST prefers and automatically organizes all documents and information under the correct tabs and in the preferred order.

The inspection process can now be done remotely by any POST user the agency has granted access. Documents can be marked accordingly, commented on and the file can be returned as needed.

California POST Representatives were first introduced to the POST User Interface and features by the California Highway Patrol. The feedback was excellent; only a couple improvements were requested, which have been completed.

Our California eSOPH clients can add specific POST Users to their agency’s eSOPH system by contacting MMI.
